成都市工业园区介绍Introduction of Chengdu Industrial Parks

成都市工业园区深入贯彻落实市委、市政府“工业强基”的总体部署,按照“产城一体”、“大园区承载大产业,小园区发展特色产业”的发展思路,坚持走高新高端高效、集中集群集约发展的现代工业发展之路,构建以成都高新区、成都天府新区、成都经开区3个国家级开发区为龙头,其他区(市)县为主体,“大创造”“大临空”“大车城”“大智造”4大工业板块为主阵地的“3+N”园区布局体系,形成了“层次分明、优势突出、生态高效”的市域产业发展新格局。

By implementing Industrial Base Strengthening deployment of Chengdu Municipal Party Committee and Municipal Government, guided by integration of industry and city, Chengdu Industrial Parks allocate leading industries to major parks while specific industries to small-scale parks, to pursue higher-tech, higher-end, higher-efficiency development of more concentrated, clustered, and intensive modern industry. We construct a “3+N” park distribution, which is leaded by 3 national development zones (Chengdu Hi-tech Development Zone, Chengdu Tianfu New Area, Chengdu Economic & Technological Development Zone) and 4 priority industrial sections (Creation, Airport Economy, Automobile City, Intellectually Manufacture), to form a distinct, ecological, efficient county-based industry development structure at municipal level.

空间规划。全市共有22个工业集中发展区、10个工业点。其中,国家级开发区3个、省级开发区12、市级开发区7个(拟升为省级开发区)。同时,大力加强区域合作园区和中外合作园区建设,分别与眉山、阿坝、甘孜、雅安、德阳各共建了1个实体合作工业园区,与德国、韩国、法国、古巴、新加坡共建5个中外合作工业园区。目前,全市工业园区规划用地349平方公里,2020年达到574平方公里,2025年达到784平方公里,并预留216平方公里,远期达到1000平方公里,为工业可持续发展提供强有力支撑。

On space planning. There are 22 industry concentration development zones and 10 industry spots in Chengdu, including 3 national development zones, 12 province development zones and 7 city development zones which are tended to upgrade to province level. We also step up regional and sino-foreign cooperation by establish entity cooperative parks with Meishan, Aba, Ganzi, Yaan, Deyang one each, and five with Germany, Korea, France, Cuba and Singapore. At present, the planning area of industry parks of Chengdu is 349km2, which will reach to 574 km2 and 784 km2 respectively in 2020 and 2025.With 216km2 reserved, the forward planning area of 1000km2 will support the sustainable development of Chengdu industry.

产业定位。紧紧抓住“互联网+”、智能制造带来的机遇,打造具有国际竞争力的产业集群,走“支柱有力、更替有序、多元支撑”的大产业发展之路。目前,已形成以电子信息、汽车、新能源、新材料、生物医药、食品、冶金建材、石化等产业聚集发展的良好态势,构建了中心城区大力发展以高新技术产业为主的都市工业和工业总部经济,近郊区大力发展汽车制造、轨道交通、工程机械、新能源等先进制造业及与之相配套的现代生产性服务业,三圈层大力发展石化、节能环保、新材料等具有比较优势的先进制造业及食品、家具、服装、制鞋等特色优势产业的梯度产业发展格局。

On industry positioning. We will build international competitive industrial clusters by seizing the opportunities of “internet plus” and intelligent manufacturing, to achieve development with strong industry pillars, sound industry transfer, and multiple industry support. Recent years, industry clusters of electronic information, automobile, new energy, new materials, bioengineering & pharmaceutical, food, metallurgical & building material, petrochemical engineering have been formed. Now, Chengdu deploys gradient industrial development that central city focus on hi-tech urban industry and industrial headquarter economy; suburb focus on advance manufacturing industries of automobile manufacture, rail transit equipment, engineering machinery, new energy etc. and their modern producer-service counterparts; outer suburb focus on advanced manufacturing industries with comparative advantage such as petrochemical engineering, energy conservation & environment protection, new materials, as well as advantageous industries of food, furniture, clothing, shoes and so on.

管理体制。设立园区管理机构,采取政府托管和“政区合一”的管理模式,高效推动园区开发建设。全市9个园区列入“四川省重点产业园区培育计划”,成都经开区、成都高新区、青白江区、金堂县获批国家级新型工业化示范基地。设立工业园区建设专项资金支持园区基础设施建设、园区转型升级、企业租赁园区标准厂房及园区内中小企业公共服务体系建设。创新园区开发建设机制,缓解园区建设资金压力,大力开展“1+N”创新合作开发模式,多渠道、多途径吸引各类资金参与园区建设。强化园区服务体系建设,为企业提供便捷精准高效的服务,着力提升园区投资、建设环境。

On administration system. Agencies, both in management patterns of government mandate and combination with region administration, are established to propel construction and development of the parks. 9 parks of Chengdu are included in “key industry park program of Sichuan Province”, while Chengdu Economic & Technological Development Zone, Chengdu Hi-tech Development Zone, Qingbaijiang District, Jintang County have been approved as national new industrialization demonstration base. Special funds are established for construction of park infrastructure, transformation & upgrading, rental standard workshop, and SME public service system. We adopt new forms of park construction and development mechanism, such as “1+N” cooperation, to attract capital in multiple channel for financial pressure alleviation. We will step up the development of investment and construction environment to provide settled enterprise convenient and efficient service system.

用地保障。优化资源配置,实施工业用地全市统筹,采取年度用地指标与项目相匹配的方式分批、分期安排下达,优先保障重点项目当期用地需求。开展项目准入备案审查,建立市、县两级评审机制,提高土地单位面积产出效率。建立了“占而未用”等低效工业用地退出机制,推动未动工项目尽快开工建设,促进已开工项目尽快投产达产,督查清理闲置低效工业用地,促进土地资源集约节约利用。

On land guarantee. We optimize industrial land resource allocation of Chengdu as a whole, while match annual land quota with projects and issue by stage, so as to ensure land use of priority projects. We establish project admittance register & review mechanism and county-municipality evaluation mechanism to increase land output-to-area ratio. We supervise inefficient industrial land and implement withdraw mechanism, as well as promote projects in progress, to see that land resources are in intensive utilization.
